Introduction In 1988, toward the end of his presidency, Ronald Reagan reminded a group of governors gathered at the White House that â€Å"part of federalism is recognizing that the States are laboratories of democracy.† (Reagan 2013, 235). It is a phrase that is often used. It can be attributed to Justice Brandeis, who in his dissent in the case of New State Ice Co. V. Liebmann wrote: To stay [meaning to judicially prohibit] experimentation in things social and economic is a grave responsibility. Denial of the right to experiment may be fraught with serious consequences to the nation. It is one of the happy incidents of the federal system that a single courageous state may, if its citizens choose, serve as a laboratory; and try novel social and economic experiments without risk to the rest of the country. (New State Ice Co. v. Liebmann 1932, 386–387). Brandeis strongly supported federalism and in particular the prerogatives of state and local government (Tarr 2001). He supported them because he believed that the tendency towards centralization did not necessarily lead to efficiency or improved outcomes (Tarr 2001). Gaining emotional intelligence in addition to academics is superior to solely having a high IQ score. American culture cultivates public school systems that teach classes focused on academics. In many cases emotional intelligence is left for the student to figure out on his or her own, or through trial and error in response to disciplinary techniques. Under this system there are frequent cases where a person becomes highly intelligent, or book smart, but isn’t equally balanced in emotional intelligence. In this paper, I will discuss why emotional intelligence should be adopted into coursework in the school education system. In his book, Emotional Intelligence: Why It Can Matter More Than IQ, David Goleman talks about a young man who tried to kill his professor in med school for giving him a B on one of his assignments. Goleman explains that even though the student was incredibly smart, as measured by his grades, his academic intelligence, â€Å"tells you nothing about how [he will] react to the vicissitudes of life.† He goes on to explain, â€Å"And that is the problem: academic intelligence offers virtually no preparation for the turmoil—or opportunity—life’s vicissitudes bring† (36). Challenges of the development and provision of career counseling One of the significant problems that associate with the provision of career counseling is the need to encourage participants in engaging in the process. Besides, in other related issues, some students and personnel in learning sector intend to reject Te intervention made by the different professional career counselor. Most of such rejections are attainable because most students rely on the advice of superiors within their professions (Izzet Arslan, 2015). Conversely, it is common for people to seek internal support from their family members, and friends around their choices of career along with to bypass career professionals as a team. Moreover, in the present times, individuals like learners rely on the use of career web portal to get advice on how to write the resume as well as actions for handling the job interviews (Lan, 2014). The students use career web portals to research on several professions and companies, and this has made career counseling to receive negative impacts as most students can access the information at their comfort without sharing with other professionals like career counselors. Conclusions From the above discussion, it is evident that career counseling is an essential section of the career development services. However, it is apparent that relationship between the career counseling and student's advancement is necessary, although the link has not received a better attention and is still weakly developed in most countries. The countries with weak exploration on the importance of career counseling comprise of middle together with low-income nations around the world. The research on this paper shows that much remains to be considerable to help in delivering the best career development services to people both in learning centers and within employment sectors. Moreover, development of the strategy needs effective dialogue as well as the engagement of authorities in every country. The challenge faced by many human resource managers in every operational sector should be the need to make more people aware of what can be achievable to broaden career counseling provision for the students and those in employment sectors.
